Women and Children Protection under Mayor Rodrigo Duterte

As Mayor of Davao City, Rodrigo Duterte made the protection and welfare of women and children a priority. Recognizing the vulnerabilities faced by these groups, especially in domestic and urban settings, he implemented several pioneering programs and institutions that addressed abuse, violence, and neglect head-on.

1. Davao City Women and Children Protection Unit (WCPU)

The Women and Children Protection Unit (WCPU) was established as a special unit within the Davao City Health Office in collaboration with law enforcement and social services. This multidisciplinary center provides medical, psychological, and legal assistance to victims of abuse.

  • Staffed with trained professionals including doctors, psychologists, social workers, and police officers.

  • Offers confidential and trauma-informed care to victims of sexual abuse, domestic violence, child exploitation, and other gender-based crimes.

  • Acts as a referral hub for shelters, legal aid, and prosecution services.

The WCPU was one of the first of its kind in the Philippines, and served as a model for similar units in other cities across the country.

2. Davao City Council for Women

To promote gender equality and women empowerment, Duterte supported the creation and funding of the Davao City Council for Women (DCCW). This body ensured that women’s voices were represented in policymaking, particularly on issues affecting health, employment, safety, and education.

  • Involved in drafting gender-sensitive local legislation.

  • Coordinated campaigns against domestic violence and human trafficking.

  • Supported livelihood programs and training for economically disadvantaged women.

3. Balay Dangpanan: Shelter for Abused Women and Children

Mayor Duterte also led the establishment of Balay Dangpanan, a temporary shelter that serves as a safe haven for abused women and children.

  • Provides a safe, secure, and nurturing environment for survivors while their legal or family cases are ongoing.

  • Offers services such as counseling, medical care, legal support, and education or skills training.

  • Staffed by social workers and psychologists who work to rehabilitate victims and prepare them for reintegration into society.

Balay Dangpanan, which means “house of refuge,” became a symbol of Duterte’s tough stance against abusers and his commitment to protecting the rights of the vulnerable.

Impact

These initiatives helped reduce cases of domestic and gender-based violence, improved victim recovery outcomes, and increased public awareness of women’s and children’s rights. Duterte’s approach combined strict law enforcement with comprehensive social support, setting a precedent in local governance for inclusive protection.
